Korea launched a public-private council in April 2026 to review how student visas are screened and managed. The stated direction combines stronger checks before entry with more flexibility for universities to support and manage international students after arrival.
The council includes the Ministry of Justice, university associations, education researchers, and immigration specialists. Topics include how reliable universities can exercise more responsibility and how visa rules can respond better to different study programs and student circumstances.
This is a policy-development process, not an immediate blanket change to D-2 or D-4 requirements. Current and prospective students should continue following the conditions printed on their visa and residence documents until specific rules and effective dates are officially announced.
